The regulatory record
Four views over the same evidence: the licence registry, published enforcement actions, official warning lists, and the jurisdictions and authorities they originate from.
How to read this section
Every record shows its source status and its review date
Every regulatory record on this platform shows the official source it was read from — a register entry, an authority’s notice, a published warning list — and the date GambleLABS last reviewed it. Where a record carries no source or has never been reviewed, it says so rather than staying silent. Nothing in this section is inferred, estimated, scored or ranked.
GambleLABS is not a regulator. We license nobody, authorise nobody, sanction nobody and clear nobody. Publishing a record here changes no operator’s legal standing. Where our record and the authority’s own notice differ, the authority’s notice is the one that counts — and we will correct ours.

What is on file right now
Each figure is a count of published rows at the moment this page rendered. A zero is a real answer: it means no record of that kind has been published, not that the count is unavailable.

Separately: 17 GambleLABS research publications. Research publications are GambleLABS-authored analysis. Regulatory signals are dated jurisdiction developments linked to official sources.
230 jurisdictions are mapped from named-authority reference data, 182 with a recorded market framework and 48 not yet classified.
Editorial verification is pending for 230 jurisdictions. Reference classifications are visible but must not be interpreted as final GambleLABS assessments.

Framework colour describes the recorded reference model. Review state shows whether GambleLABS has completed editorial verification. A jurisdiction can carry a recorded framework while its review is still pending — the two are separate channels and neither implies the other.

How the record set breaks down
Only values that actually occur are listed. A status or action type absent from these lists has no published record behind it.
No licence records have been published, so there is no status distribution to show. A licence record is created from an official register entry and links back to it.
No enforcement actions have been published, so there is no type distribution to show. An action is recorded only from a named authority’s own published notice.
05Coverage
Jurisdictions and authorities
Reference data, not editorial judgement: which bodies regulate where, whether they publish a licence register or an unauthorised-operator list, and how much of this we have actually reviewed.

“Registers” and “warning lists” count the authorities for which we hold a URL to an official public register or unauthorised-operator list. An authority with neither is still listed — the absence is part of the record.
Frameworks recorded from each jurisdiction’s own law and regulator. 0 of 230 have completed a GambleLABS editorial review; the rest are shown as recorded and marked unverified.
- Licensed marketPrivate operators may be licensed locally and are supervised by a named authority.94
- Not yet classifiedNo licensing framework is recorded for this jurisdiction. A gap in the reference data, not a statement about the jurisdiction.48
- Partially regulatedSome verticals or channels are licensed while others are not.42
- ProhibitedOffering or, in some cases, participating is unlawful.21
- State monopolyOnly a state-owned or exclusively appointed body may offer the activity.19
- Offshore licensorIssues licences primarily for operations serving players in other countries.6
